Jamie Freeman

Principal
As an infrastructure expert with over twenty years of extensive experience directly associated with ‘off-site’ infrastructure matters, Jamie is the founding Principal of 20Twenty.
Jamie is widely regarded by clients and peers as a leading infrastructure advisor within the transport and resources sectors for his unique blend of commercial, operational, technical, and regulatory experience and expertise. Jamie is also known for his meticulous attention to detail which he has applied to complex infrastructure arrangements and projects. As such, Jamie is also known for his ability integrate solutions across these disciplines in achieving effective and efficient outcomes.
Jamie holds a Masters of Business Administration, a Bachelor of Technology (Mechanical), a Graduate Diploma in Integrated Freight Systems Management, a Graduate Certificate in Bulk Freight Systems Management, a Graduate Certificate of Management, a Graduate Certificate in Maintenance Management, and is a Graduate of the Australian Institute of Company Directors.
Prior to becoming an industry advisor, Jamie held various senior management and executive roles directly related to infrastructure development, implementation and management. At different points in his career these roles were held both as an infrastructure provider to the resources sector, and also as a resources sector participant in developing and procuring infrastructure and associated services.
Jamie has been accountable for successfully leading and guiding over 70 clients either directly, or through leading others, on matters regarding rail, port, power and water infrastructure, and related services. This work has predominantly been focused on feasibility studies for resource projects, negotiating and managing infrastructure arrangements for operating assets, and due diligence exercises.
Some of the key achievements Jamie has delivered throughout his career includes:

Playing leading executive roles in the establishment of start-up rail operations in both Queensland and NSW;

Establishing 250mtpa+ of rail infrastructure access agreements in Queensland and NSW, across over 50 operations;

Establishing 50mtpa+ of rail haulage and port arrangements, across over 25 operations;

Negotiating in excess of 30mtpa of port agreements;

Being accountable for over 40 infrastructure feasibility exercises;

Leading in excess of 20 infrastructure due diligence exercises;

Accountable for in excess of $500m in infrastructure development capital cost savings;

Production of over 30 expert testimony, and other dispute related, infrastructure reports across Expert Determination, Arbitration and Land and Supreme Court processes;

Represented, and led, numerous industry groups and consortium's regarding infrastructure policy reform, value engineering, and commercial and technical negotiations;

Establishing multiple 3rd party rail, power and water connection arrangements to support various resource projects; and
-
Structuring and managing complex technical and operational interfaces and contracts to support various rail and port operations.
